"Bus"means any motor vehicle, other than a motor truck or truck tractor, designed for carrying more than 10 persons including the driver and used or maintained for the transportation of passengers.
"Central traffic district"means all streets and portions of streets within the area described as follows: All that area bounded by Lincoln Avenue, East Street, Court Street and Cottonwood Street.
"Coach"means any motor bus, motor coach, trackless trolley or passenger stage used as a common carrier of passengers.
"Council"means the City Council of the City of Woodland.
"Curb"means the lateral boundary of the roadway, whether such curb be marked by curbing construction or not so marked, but shall not mean the line dividing the roadway of a street from parking strips in the center of a street or from tracks or rights-of-way of public utility companies.
"Darkness"is any time from one-half hour after sunset to one-half hour before sunrise and any other time when visibility is not sufficient to render clearly discernible any person or vehicle on the highway at a distance of 500 feet.
"Delivery service"means any commercial vehicle delivering goods or merchandise for the purpose of carrying on a regularly established delivery business.
"Highway"means a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. "Highway" includes street.
"Holiday"means any day defined as a holiday in Chapter
1.04 of this code.
"Loading zone"means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
"No-parking area"means that portion of the street that has been designated with a red-painted curb indicating that parking of vehicles is prohibited.
"Official time standard"shall be defined so that, whenever certain hours are named herein, they shall mean standard time or daylight saving time, as may be in current use in this City.
"Official traffic-control device"means any sign, signal, marking or device not inconsistent with this chapter, placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.
"Official traffic-control signal"means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.
"On-call tow vehicle"means any commercial tow vehicle with an unladed weight of not more than 19,000 pounds, owned or operated by a towing company that is on the current Police Department towing rotation list and that has been authorized by the Chief of Police, or designee, to display a placard identifying it as an on-call tow vehicle.
"Park or parking"means the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
"Parking district"means each district established for parking purposes pursuant to the Parking District Law of 1951, Part 4, comprising Sections
35100 through
35708, inclusive, of Division 18 of the California Streets and Highways Code.
"Parkway"means that portion of a street other than a roadway or a sidewalk.
"Passenger loading zone"means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
"Police officer"means every officer of the Police Department of this City, or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
"Roadway"means that portion of a highway improved, designed or ordinarily used for vehicular traffic.
"Sidewalk"means that portion of a highway, other than the roadway, set apart by curbs, barriers, markings or other delineation for pedestrian travel.
Stop.When required, "stop" means complete cessation of movement.
"Stop" or "stand,"when prohibited, means any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or firefighter or official traffic-control signal or device.
"Traffic"means pedestrians, ridden or herded animals, vehicles and other conveyances either singly or together while using any street for purposes of travel.
"Vehicle"means a device by which any person or property may be propelled, moved or drawn upon a highway, excepting a device moved by human power or used exclusively upon stationary rails in tracks.
