It shall be the primary duty of assigned police personnel to enforce the street traffic regulations of this City and all of the State vehicle laws applicable to street traffic in this City, to make arrests for traffic violations, to investigate traffic accidents, and to cooperate with the Traffic Engineer and other officers of the City in the administration of the traffic laws and in developing ways and means to improve traffic conditions.

Whenever the accidents at any particular location become numerous, assigned police personnel shall cooperate with the Traffic Engineer in conducting studies of such accidents and determining remedial measures.

Assigned police personnel shall maintain a suitable system of filing traffic accident reports. Such reports shall be available for the use and information of the Traffic Engineer.

Assigned police personnel and the Traffic Engineer shall cooperate to prepare an annual traffic report which shall be filed with the City Council. Such a report shall contain information on traffic matters in this City as follows:
A. 
The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;
B. 
The number of traffic accidents investigated and other pertinent data on the safety activities of the police;
C. 
The plans and recommendations of the Police Department for future traffic safety activities.

A. 
The office of Traffic Engineer is hereby established. The Traffic Engineer shall be appointed by, and shall serve at the pleasure of, the City Manager.
B. 
Duty of Traffic Engineer. Unless otherwise directed by the City Manager or by requirement of law, the Traffic Engineer, within his or her discretion, shall have the power and the duty:
1. 
To place and maintain or to cause the placement and maintenance of official traffic-control devices and official traffic-control signals to regulate, guide and warn street traffic and pedestrians;
2. 
To determine the spacing and timing of official traffic-control devices and official traffic-control signals;
3. 
To remove, relocate or discontinue official traffic-control devices or official traffic-control signals;
4. 
To keep an official map showing locations of and indicating the nature of official traffic-control devices and official traffic-control signals in the City;
5. 
To keep resolutions and ordinances pertaining to street traffic, pedestrians, parking meters, and the like, on file;
6. 
To conduct engineering and traffic investigations of traffic conditions;
7. 
To cooperate with other City officials in developing ways and means to improve traffic conditions;
8. 
To conduct engineering analyses of traffic accidents and to devise remedial measures;
9. 
To perform such other duties as may be required by law or prescribed by the City Manager;
10. 
To determine appropriate parking time zones on City streets and within City-owned or operated off-street parking facilities; and
11. 
To place and maintain official signs and/or markings restricting the places, times, and days of parking on City streets and within City-owned or operated off-street parking facilities.
C. 
Delegation of Duty of Traffic Engineer. The duty of the Traffic Engineer may be performed by a person authorized in writing by the City Manager or the Traffic Engineer to act as deputy Traffic Engineer.
