"City control network"
means a grid of permanent surveyors' benchmarks used for horizontal and vertical control for the City.
"Map"
means any final, parcel, tentative, or subdivision map and any map relating to a record of survey.
"Monument"
means a permanent surveyor's benchmark.
"Plan"
means any improvement plan or any development plan.

The surveyor or engineer shall tie-in all new monuments located within their development to existing monuments of the City control network using the same datum as the City control network. The surveyor or engineer shall tie-in to a minimum of two monuments of the City control network. This shall apply to all new maps and plans as specified in the "Standard Specifications and Details," as amended from time to time. The City control network shall be specified by the City Engineer.

The City shall require that the surveyor or engineer show on all maps and plans those ties made by the surveyor or engineer to such control monuments and that coordinates published by the City for those control monuments be shown on the map.

The City shall require the surveyor or engineer preparing a map or plan to submit to the City, in addition to the material concurrently being submitted for map checking and recordation purposes, a digital graphics file of the map(s) and/or plan(s). At the completion of the project a digital file of the map(s) and/or plan(s) shall be submitted as-built. The digital graphics format and version shall be determined by the City Engineer.

In the event the surveyor or engineer submitting a map or plan to the City believes that compliance with the requirements of this chapter will create a hardship for the surveyor or engineer or his or her client, the surveyor or engineer may appeal to the City Engineer to waive the requirements. If this appeal request is denied, the surveyor or engineer may further appeal the decision to the Planning Commission within 10 days for the City Engineer's decision.

The provisions of this chapter shall be supplemented by the standards and specifications as set forth in the "Standard Specifications and Details," as amended from time to time.

Any person who violates any provision of this chapter is guilty of an infraction punishable by a fine not exceeding $100.00 for a first violation, a fine not exceeding $200.00 for a second violation within one year, and a fine not exceeding $500.00 for each subsequent violation within one year.

If any section, subsection, sentence, clause or phrase of this title is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this title. The City Council declares that it would have adopted this title, including every chapter, section, subsection, sentence, clause and phrase, irrespective of whether one or more sections, subsections, sentences, clauses or phrases is held invalid.
