As used in this chapter, the phrase "material that is harmful
to minors" means "harmful matter" as that term is defined in Penal
Code Section 313.

No material that is harmful to minors shall be displayed in
a public place, other than a public place from which minors are excluded,
unless blinder racks are placed in front of the material so that the
lower two-thirds of the material is not exposed to view.
