There is created a personnel board to consist of five members.

No person shall be appointed to the board who holds any elected
office with the city; has been appointed by the city council and holds
a position on any other board, commission or committee of the city;
or who is employed by the city. The city council shall endeavor to
appoint qualified professional persons with education, training, and
experience in the field of labor management, personnel relations and
employee discipline.

Board members shall serve for a two-year term, unless earlier
terminated as provided in this chapter. All terms of office shall
commence on March 1st of each odd-numbered year and expire on February
28th of the succeeding odd-numbered year, except as otherwise provided
in this chapter.

The personnel board shall adopt rules of procedure and shall
select a chairperson from among its members who shall act as presiding
officer.

The personnel board shall determine the order of business for
the conduct of its meetings and shall meet on call of the chairperson
or the personnel officer.
