Before any master or comprehensive long-term general plan for the physical development of the city, as provided for in Government Code Title 7, Chapter 3, Article 7 shall become effective, and after all other requirements as provided in said code have been accomplished, the master plan shall be submitted to the voters and approved by a majority of the voters, either at a regular municipal or special election to be called for this purpose pursuant to the provisions of Elections Code Division 10.
