The city council may declare stages of water conservation as
provided in this chapter. The stages are as follows: conservation
watch, drought watch and drought emergency. The water conservation
restrictions, which shall apply during these stages are set forth
in this chapter. The city manager, with the advice of the city's water
purveyor, may recommend establishment of any stage when appropriate.

During low rainfall but adequate water supply conditions, the
residents, business persons and employees of the city are strongly
encouraged to take part in a voluntary water conservation program
including the following measures:
A.
Avoid
wasting water by flooding or creating runoff on sidewalks or gutters;
B.
Avoid
use of water for cleaning of sidewalks, driveways, patios, parking
lots or other paved or hard surfaces;
C.
Avoid
using water through a hose for washing vehicles or recreational equipment
without a positive automatic shutdown valve on the outlet of the hose;
D.
Avoid
unnecessary loss of pool and spa water due to evaporation when covers
are not used;
E.
Avoid
waste of water through the disrepair of plumbing, sprinklers or irrigation
systems;
F.
Avoid
watering of landscaping more often than once every three days, or
overwatering, or watering between the hours of ten a.m. and five p.m.,
when evaporation results in excess waste of water;
G.
Avoid
using water in restaurants unless specifically requested by a customer.

Upon adoption of a resolution by the city council declaring
"drought watch" conditions, all residents, business owners and employees
of the city shall:
A.
Avoid
wasting water by flooding or creating runoff on sidewalks or gutters;
B.
Avoid
using water for cleaning of sidewalks, driveways, patios, parking
lots or other paved or hard surfaces except as may be needed for public
health or safety purposes;
C.
Avoid
using water through a hose for washing vehicles or recreational equipment
without a positive automatic shutdown valve on the outlet of the hose;
D.
Avoid
unnecessary loss of pool and spa water due to the lack of covers during
the summer months;
E.
Avoid
use of water through the disrepair of plumbing, sprinklers or irrigation
systems;
F.
Avoid
watering of landscaping more often than once every three days, or
overwatering, or watering between the hours of ten a.m. and five p.m.,
when evaporation results in excessive waste of water;
G.
City
staff shall conduct an audit of its landscape irrigation systems to
maximize efficiency; adjust sprinklers to avoid runoff and waste;
and check faucets, toilets and pipes, both indoors and outdoors, for
leaks and repair them immediately;
H.
Avoid
serving water in restaurants unless specifically requested by a customer.

Upon adoption of a resolution by the city council declaring
"drought emergency" conditions, the following conditions, when specifically
identified in the enabling resolution, shall apply:
A.
All
lawn watering and landscape irrigation shall be permitted only between
the hours of five p.m. and ten a.m.;
B.
Watering
is permitted only when a hose with a positive automatic shutdown valve
on the outlet of the hose or a faucet-filled bucket is used, or a
drip irrigation system is used;
C.
Washing
of buildings, facilities, equipment, autos, trucks, trailers, boats,
motorcycles and other types of mobile equipment is restricted except
where a hand-held hose with a positive automatic shutdown valve on
the outlet of the hose or a faucet-filled bucket is used. Notwithstanding
the foregoing, carwash facilities and washing where the health, safety
and welfare of the public is contingent upon frequent vehicle or other
facility or equipment cleaning, are exempt from this restriction;
D.
Water
shall not be used to wash down sidewalks, driveways, parking areas,
recreational courts, patios or other paved areas except to alleviate
immediate fire, sanitation or health hazards;
E.
Water
shall not be allowed to run off landscape areas into adjoining streets,
sidewalks or other paved areas due to incorrectly directed or maintained
sprinklers or excessive watering;
F.
Water
from fire hydrants shall only be used for fire fighting and public
health, safety and welfare activities including the public street
sweeping;
G.
Flushing
of water mains is not permitted except as required to protect the
public health;
H.
Restaurants
shall not serve water to their customers unless specifically requested;
I.
Leaks
shall be repaired as soon as possible after being discovered and shall
not be allowed to continue for more than forty-eight hours.
