No person shall wilfully or maliciously break or destroy any
window, window sash, door, blind or pane of glass of any occupied
or unoccupied house or outhouse in the city, or enter any unoccupied
house or outhouse and commit any nuisance therein, or break, destroy
or injure anything therein or any part thereof, or any fence or improvement
whatever, or aid, abet or assist anyone in committing such nuisance
or injuring such property.

No person shall move, deface, mutilate or injure in any manner
any tree, shrub or plant within the boundaries of any street within
the city, without first having obtained a permit from the city manager
to do so.

No person shall pick any flower growing in any public park or
place of the city, except by the express authorization of the superintendent
of the park.

No person shall place, deposit, throw or dump or cause to be
placed, deposited, thrown or dumped any garbage, swill, cans, bottles,
papers, ashes, dirt, sand, rocks, cement, glass, metal, carcasses
of dead animals, offal, refuse, plant cuttings, trash or rubbish of
any nature whatsoever, or any nauseous, offensive matter, in or upon
any public or private road, highway, street, alley or public way,
or any public or private property of any kind whatsoever.

It is unlawful for any person to deposit, drain, wash, allow
to run or divert into or upon any public road, highway, street or
alley, drainage ditch, storm drain or flood-control channel owned
by or controlled by any public agency within the city any water, mud,
sand, oil or petroleum; except, upon written application of any person
filed with the city clerk for presentation to the council, the council
may, upon such terms and conditions as it may deem advisable to impose,
including the charging of a fee therefor, grant a permit to such person
to do any of the acts prohibited by this section, provided the same
shall not be detrimental to the public health, safety, morals or welfare.
