A. 
Except as otherwise stated in this title, the rules, regulations, provisions and conditions set forth in that certain publication entitled "Los Angeles County Code Title 15, Vehicles and Traffic," as adopted and amended through Ordinance 2015-0013, passed May 19, 2015, is hereby adopted as the motor vehicles and traffic code of the city. A copy of this code is on file in the office of the city clerk.
B. 
The following sections of the Los Angeles County Traffic Code, adopted in this section as the motor vehicles and traffic code of the city, are amended as follows:
1. 
Section 15.64.052 which is titled Commercial Vehicle Parking Restrictions in Residential Districts at Any Time is deleted in its entirety.
2. 
Section 15.64.175 which is titled Pleas by Mail—Parking Citations is deleted in its entirety.
3. 
Section 15.64.610 which is titled Designation of Preferential Parking Districts is deleted in its entirety.
4. 
Section 15.200 which is titled Schedule of Civil Penalties and Additional Assessments for Parking Violations is deleted in its entirety.

Whenever in this chapter the following terms are used, they shall have the meaning ascribed to them, unless it is apparent from the context thereof that some other meaning is intended:
"Chief of police"
means the Los Angeles County Sheriff or designee.
"Curb"
means the physical lateral boundary of the roadway whether such curb be marked by curbing construction or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from the tracks or from rights-of-way of public utility companies.
"Divisional island"
means a raised island located in the roadway and separating opposing conflicting directions of traffic.
"Holidays"
means those days set forth in California Government Code Sections 6700 and 6701, and Thanks-giving Day.
"Loading zone"
means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
"Official time standard"
means standard time or daylight saving time as may be in current use in this city, whenever certain hours are named herein.
"Parking meter"
means a mechanical device installed within or upon a parkway or sidewalk, immediately adjacent to a parking space, for the purpose of controlling the period of time occupancy of such parking meter space by any vehicle.
"Parkway"
means that portion of a street other than a roadway or sidewalk.
"Passenger loading zone"
means the space adjacent to a curb reserved for exclusive use of vehicles during the loading or unloading of passengers.
"Police department"
means the Los Angeles County Sheriff's Department.
"Police officer"
means every deputy of the Los Angeles County Sheriff's Department.
"Vehicle Code"
means the Vehicle Code of the state of California.

Whenever any words or phrases used in this chapter are not defined herein, but are defined in the California Vehicle Code and amendments thereto, such definitions shall apply.
