"Bicycle"
means any device upon which a person may ride, which is propelled by human power through a system of belts, chains or gears, having two, three, four or more wheels, one of which is at least twenty inches in diameter, or having a frame size of at least fourteen inches. Included within the definition are motorized bicycles as used in this chapter.

No person shall operate any bicycle on any street, road, highway or other public property within the jurisdiction of the city unless such bicycle is licensed in accordance with Division 16.7 of the California Vehicle Code and the provisions of this chapter or other applicable licensing requirements of the jurisdiction in which the person resides. Any resident who purchases or otherwise acquires possession of a bicycle shall, within ten days of taking possession of a bicycle, obtain a bicycle license.

A bicycle shall be licensed through application to the city clerk, the sheriff of Los Angeles County or other licensing agency designated by the city. Upon receipt of an application to register a bicycle, the city, or other licensing agency designated by it, shall issue indicia and a copy of the registration form to the owner. The registration form shall show the name and address of the registrant and a description of the bicycle to be registered. The license indicia shall be adhered to the front of the seat tube of the bicycle frame.

Bicycle licenses shall be renewed uniformly on January 1st of the third year following the year of registration. Renewal of a bicycle license shall be indicated by a supplementary adhesive device affixed parallel to and above or below the indicia, with expiration date shown.

A. 
Fees required to be paid pursuant to the provisions of this chapter shall be retained by the city and used for the support of bicycle licensing, bicycle safety programs and bicycle facilities within the city.
B. 
Fees shall be in such amount as the city council may establish from time to time by resolution, but shall not exceed the following limits:
1. 
For each new bicycle license and registration certificate, the sum shall not exceed two dollars per year or any portion thereof.
2. 
For each transfer of registration certificate, the sum shall not exceed one dollar.
3. 
For each replacement of a bicycle license or registration certificate, the sum shall not exceed one dollar.
4. 
For each bicycle license renewal, the sum shall not exceed one dollar per year or any portion thereof.

The city shall maintain a record of each bicycle registered and shall maintain such records during the period of validity of the license or until notification that the bicycle is no longer to be operated.

A. 
Each bicycle retailer and each bicycle dealer shall supply to each purchaser a preregistration form provided by the licensing agency and shall include on the sales check or receipt given to the purchaser a record of the following information: name of retailer, address of retailer, year and make of bicycle, serial number of bicycle, general description of bicycle, name and address of purchaser.
B. 
Each bicycle retailer and each bicycle dealer shall forward a copy of the preregistration form to the city within ten days from the date of sale.
C. 
In the event that a bicycle retailer or dealer is designated by the city as a licensing agency, a preregistration form shall not be required and the retailer or dealer shall issue the license directly and collect the required fee pursuant to Sections 10.20.030 and 10.20.050. All registration forms and fees shall be delivered to the city within ten days following the last day of the month in which the license was issued.
D. 
A bicycle retailer or bicycle dealer is any person who sells, gives away, buys or takes in trade for the purpose of resale more than five bicycles in any one calendar year, and includes agents or employees of such person.
E. 
No bicycle retailer shall sell any new bicycle unless such bicycle has had legibly and permanently stamped or cast on its frame a serial number, no less than one-eighth inch in size and unique to the bicycle of each manufacturer.

A. 
Whenever the owner of a bicycle licensed pursuant to this chapter changes his or her resident address, such owner shall within ten days notify the city clerk or the clerk's designee of the old and new address.
B. 
Whenever any person sells or otherwise disposes of a bicycle, such person shall endorse upon the registration certificate previously issued for the bicycle a written transfer of same, and setting forth the name, address and telephone number of the transferee, the date of transfer, and the signature of the transferor, and shall deliver the registration certificate to the licensing agency within ten days.
C. 
In the event that any bicycle license indicia or registration issued pursuant to this chapter is lost, stolen or mutilated, the licensee shall immediately notify the city clerk or the clerk's designee and within ten days after such notification shall apply for a duplicate license indicia and registration, and shall include therewith the appropriate fee.

A. 
It is unlawful for any person to tamper with, destroy, mutilate or alter any license indicia, or to remove, alter or mutilate the serial number on any bicycle frame licensed under the provisions of this chapter.
B. 
The city shall have the right to impound and retain possession of any bicycle in violation of the provisions of this chapter, and may retain possession of such bicycle until the provisions of this chapter are complied with.
