Signs, banners, flags, etc., may be displayed on street lamps only by the city, or to promote special events of which the city is either the sponsor or a co-sponsor. Such flags, banners, and signs are subject to safety rules regarding construction methods and materials and mounting methods to be promulgated by the building official.
