A.
It is unlawful for any person to stand or sit in or upon any street, sidewalk, or other public place or on or in any place open to the public so as to in any manner hinder or obstruct the free passage therein or thereon of persons or vehicles passing or attempting to pass along the same, or so as to in any manner annoy or molest persons passing along the same.
B.
No person shall place any obstruction upon any street, alley, sidewalk, parkway or any public place or authorize, procure or permit any obstruction to be placed thereon, except as may be required by duly authorized city officials or employees of public utilities, and unless such person is authorized to place such obstruction pursuant to such rules and regulations as are prescribed by the city council; provided, however, that any excavation or obstruction in any street, or alley, between sundown and sun up of each day, shall be properly guarded with suitable warning lights to safeguard against injury or accident.
