The following words shall have the meaning indicated when used in these regulations:
"Amplified sound"
means sound wave, vibration, or speech projected by electronic equipment, including amplifiers.
"Civic Center"
means the Civic Center and its related facilities that include, without limitation, the parking lots and structures that are located at 100 Civic Center Drive, Lake Forest, CA 92630.
"Council"
means the City Council of the City of Lake Forest, or any person authorized by the Council, pursuant to State law, to act in its stead.
"Knife or dagger"
means any knife, dirk, or dagger having a blade of three inches or more in length; any ice pick or similar sharp stabbing tool; any straight-razor or any razor blade fitted to a handle.
"Smoke" or "smoking"
means and includes the carrying or holding of a lighted pipe or a lighted cigar or a lighted cigarette of any kind or any other lighted smoking equipment, and the lighting of a pipe, cigar, or cigarette of any kind, and inhaling, emitting, or exhaling the smoke of a pipe, cigar or cigarette of any kind. "Smoke" or "smoking" also means and includes the use of an electronic smoking device that creates an aerosol or vapor, in any manner or in any form, or the use of any oral smoking device for the purpose of circumventing the prohibition of smoking.
"Vehicle"
means any device by which any person or property may be propelled, moved, or drawn, excepting a device moved by human power.
"Vehicular travel"
means travel by a vehicle.

A. 
General. The regulations provided in this Chapter 13.28 govern the use of the Civic Center. Unless otherwise specifically provided, the regulations in Chapter 13.04 (Parks and Recreation Facility Regulations) do not apply to the Civic Center.
B. 
Alcoholic Beverages. The provisions of Chapter 13.03 (Alcoholic Beverages in Public Parks, Recreational Facilities, and Recreational Areas) apply and govern the possession and consumption of alcoholic beverages at the Civic Center.
C. 
Camping. The regulations provided in Chapter 13.20 (Camping and Storage of Personal Property on Public Property) apply at the Civic Center.

No person shall be or remain in the Civic Center between 9:00 p.m. and 7:00 a.m. of the following day without permission of the City Manager or designee, except that if a portion of the Civic Center is specifically designated by the City as being open later than 9:00 p.m., a person may be and remain in that portion of the Civic Center during the hours it is designated as open. Any person who attends a City-authorized public or private meeting or event occurring between 9:00 p.m. and 7:00 a.m. of the following day shall not be in violation of this section while that meeting or event is in progress. Attendees shall promptly leave the Civic Center premises at the conclusion of their meeting or event.

A. 
Duty to Comply. No person shall enter, be or remain at the Civic Center unless he or she complies at all times with all of the posted City regulations applicable to the Civic Center and with all other applicable laws, ordinances, rules and regulations. Any person who violates any posted City regulation applicable to the Civic Center may be subject to administrative, criminal, and/or civil remedies.
B. 
Operation of Vehicles, Bicycles, Skateboards, and Roller-Skates/Blades.
1. 
Roads for Public Use. The provisions of the California Vehicle Code are applicable at the Civic Center with respect to any way or place of whatever nature which is publicly maintained and open to the use of the public for purposes of vehicular travel. All Vehicle Code violations shall be enforced and prosecuted in accordance with the provisions thereof. No person shall park any vehicle except in designated parking areas, provided that this prohibition shall not apply to vehicles owned by the City while engaged in official City business or to vehicles owned by a contractor retained by the City while performing services on behalf of the City.
2. 
Repairing or Cleaning Vehicles. No person shall clean, wash, polish, repair, or in any manner service any vehicle at the Civic Center. For the purposes of this subsection (B)(2), the term "repair" includes replacing old, worn-out parts of the vehicle with new parts, and the term "service" includes the draining of oil, gasoline, transmission fluid, brake fluid, radiator fluid, or other fluid for the purposes of replacing the same with a new supply. This subsection (B)(2) does not apply to City vehicles or City-hired vendors as permitted by the City Manager or designee, or to the changing of deflated tires or the performance of necessary emergency work on a disabled vehicle for the purposes of immediately moving the disabled vehicle off of Civic Center property, such as to a vehicle repair shop.
3. 
Nonroadways.
a. 
Vehicles. No person shall drive or otherwise operate a vehicle at the Civic Center on any nonroadway (i.e., any surface other than those maintained and open to the public for purposes of vehicular travel), except upon temporary parking areas as may be designated from time to time by the City, and further excepting vehicles in the service of the City, animal control vehicles, law enforcement vehicles, and motorized wheelchairs.
b. 
Bicycles, Skateboards, Roller-Skating/ Blading. No person shall operate a bicycle or skateboard or roller-skate or rollerblade on a non-roadway at the Civic Center.
4. 
Parking. Vehicles may not be parked between the hours of 9:00 p.m. and 7:00 a.m. of the following day at the Civic Center except as follows:
a. 
A vehicle belonging to any person utilizing a portion of the Civic Center that is specifically designated by the City as being open later than 9:00 p.m., shall not be in violation of this section during the hours the Civic Center is designated as open.
b. 
A vehicle belonging to any person who attends a City-authorized public or private meeting or event occurring between 9:00 p.m. and 7:00 a.m. of the following day shall not be in violation of this section while that meeting or event is in progress.
c. 
A vehicle actively charging at an electric vehicle charging station shall not be in violation of this section.
5. 
Removal of Vehicles. Vehicles parked in areas not designated for parking, including non-roadway areas, may be removed and stored at the owner's expense by the City Manager or designee.
C. 
Vendor and Commercial Business Regulations.
1. 
Except for a person holding a permit as described in subsection (C)(2) below or pursuant to a sidewalk vending permit provided in Chapter 5.17 of this Code, no person shall practice, carry on, or conduct any commercial business, occupation, or profession at the Civic Center, or sell or offer for sale any food, beverage, merchandise, article, or anything whatsoever. This prohibition shall apply to the use of the Civic Center by a camp or other group which has charged tuition or other fees to participants covering the period which participants are present at the Civic Center with the camp or group.
2. 
Any person wishing to sell or vend goods or services of any kind, including, but not limited to, food and drink, at the Civic Center or in connection with a City-sponsored or approved event shall apply for a permit to do so, on a form prescribed by the City Manager or designee. The City may charge a fee in connection with the processing of such application. In considering a permit application, the City Manager or designee may evaluate the types of goods to be sold, the applicant's ability to comply with applicable laws and regulations in the sale of the proposed goods, including, but not limited to, food handling, and any such other factors and criteria as may be useful in considering the application. Sidewalk vendors shall obtain a sidewalk vending permit pursuant to Chapter 5.17 of this Code.
D. 
Camping; Camp Facilities.
1. 
Unless otherwise provided under Chapter 13.20, Chapter 13.20's regulations apply to the Civic Center and prohibit camping, occupying camp facilities or the use of camp paraphernalia (as those terms are defined in Chapter 13.20) at the Civic Center.
2. 
Camp Facilities. Notwithstanding any other section of this Code, it is unlawful for any person to erect, maintain, use or occupy camp facilities at the Civic Center unless the camp facility has two sides open and there is an unobstructed view of the interior from the outside on at least two sides. This subsection does not apply to City-sponsored events.
E. 
Loudspeakers and Sound Amplification Devices. The use of loudspeakers and/or sound amplification devices at the Civic Center shall be subject to the restrictions of Chapter 11.16 of this Code.
F. 
Firearms, Fireworks, Toy Weapons and Model Airplanes. No person shall carry or discharge firearms, firecrackers, rockets, torpedoes, or any other types of explosives, or carry or discharge any gun, or pistol, or any sling shot, boomerang, or similar device, or any bows and arrows, or carry or use any other object capable of propelling a projectile, or operate any model airplanes, or remote control devices of any kind, or carry or use any object calculated to make noise sufficient to disturb the peace and quiet at the Civic Center, or bring onto the Civic Center grounds any of the above objects or articles.
G. 
Other Dangerous Weapons.
1. 
The provisions of the California Dangerous Weapons Control Law are applicable at the Civic Center and shall be enforced in accordance with the provisions thereof.
2. 
No person shall carry on his or her person, in plain view, any knife or dagger.
3. 
The provisions of subsections (H)(1)-(2) above shall not be deemed to prohibit the carrying of ordinary tools or equipment for use in a lawful occupation or for the purpose of lawful recreation.
H. 
Property Damage.
1. 
No person shall cut, break, injure, deface, or disturb any tree, shrub, plant, rock, building, cage, pen, monument, fence, bench, or other structure, apparatus, or property, or pluck, pull up, cut, take, or remove any shrub, bush, plant, or flower, or mark or write upon, paint, or deface in any manner any building, monument, fence, bench, or other structure.
2. 
Except for City maintenance personnel or others authorized by the City, no person shall cut, dig, or remove any wood, turf, grass, soil, rock, sand, gravel, or fertilizer.
3. 
No person shall park a vehicle at the Civic Center if that person knows that the vehicle leaks oil, gasoline, transmission fluid, brake fluid, radiator fluid, or other fluid to such a degree as to cause damage to the Civic Center or create a public safety or environmental hazard.
I. 
Fires and Fireplaces. No person shall kindle a fire, except by permission of the City Manager or designee.
J. 
Waste, Liquids, and Refuse. No person shall wash dishes, or empty salt water or other waste liquids, or leave garbage, cans, bottles, discarded chewing gum, papers, or other refuse elsewhere than in the receptacles provided therefor.
K. 
Special Events. No person shall hold any "special event" as defined in Section 5.05.020 of this Code without first obtaining a special event permit under Chapter 5.05.
L. 
Controlled Substances. The provisions of the California Uniform Controlled Substances Act are applicable at the Civic Center and shall be enforced and prosecuted in accordance with the provisions thereof.
M. 
Smoking. No person shall smoke at the Civic Center. This prohibition shall not apply to any City-designated smoking area.

A. 
Every act prohibited or declared unlawful and every failure to perform an act made mandatory by this chapter is a misdemeanor punished in accordance with Section 1.01.200 et seq., of this Code, except that the unlawful possession of an open container of alcohol pursuant to Section 13.03.010(A) shall be punished as an infraction.
B. 
Every act prohibited by Section 13.28.040 (G) or (H) shall subject the possessor of the prohibited item(s) to confiscation of that/those item(s).
C. 
A person is subject to ejection from the Civic Center if the following conditions occur:
1. 
The person is in violation of a Civic Center rule or regulation;
2. 
The person has been warned in a manner that is reasonably calculated to reach that person that ejection may result from any further violation;
3. 
After receiving such warning, a further violation occurs; and
4. 
No lesser sanction reasonably appears to suffice.
D. 
Notwithstanding subsection C above, where a violation is of such magnitude or seriousness as to create a clear and present danger of imminent violence, no warnings will be necessary prior to ejection.
E. 
A group is subject to ejection from the Civic Center when any one of the following conditions occur and no lesser sanction reasonably appears to suffice:
1. 
There is probable cause to believe that an unlawful assembly exists pursuant to California Penal Code Section 407;
2. 
There is a clear and present danger of imminent violence which cannot reasonably be forestalled without ejecting the entire group;
3. 
There exists a group sponsored or organized activity which violates one or more Civic Center rules or regulations and such group sponsored activity has not ceased as a result of one or more warnings given to the permit applicant or group as a whole; or
4. 
There are multiple individuals in violation of Civic Center rules or regulations which have not stopped following the ejection of one or more such individual violators and violations continue after the group has had a reasonable opportunity to cure them.
