It is unlawful for any person to keep, maintain or cause or
allow to be kept or maintained within the city limits of the city
any animal that causes odor, noise or the gathering of insects which
is offensive to the senses of any person when the offended person
is situated off of the lot or lots on which the animal is kept or
maintained.
