A. 
There is established within County government an Office of Budget and Debt Management. The Office shall be considered a Department of the County. The Chief Fiscal Officer shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter. The Chief Fiscal Officer shall be the head of the Department. The Chief Fiscal Officer shall be responsible for oversight and coordination of County financial and budget matters and shall undertake other specific projects as may, from time to time, be delegated by the County Executive or Assistant County Executive.
B. 
The Office shall oversee and be responsible for all budget, fiscal monitoring and control, revenue projection and analysis, and related activities within County government, including, but not limited to, infrastructure finance.

There is established within County government a Chief Operations Office. The Office shall be considered a Department of the County. The Chief Operations Officer shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter. The Chief Operations Officer shall be the head of the Department. The Chief Operations Officer shall oversee and coordinate County operational matters, including oversight of any groups of departments established by the Board of Supervisors; and shall undertake other specific projects as may, from time to time, be delegated by the County Executive. The Chief Operations Officer may include among their titles, Assistant County Executive.

The Office shall be headed by a Director of Special Projects who shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter. The Director of Special Projects shall be the head of the Department. The Director of Special Projects shall be responsible for overseeing and coordinating specific projects as may, from time to time, be delegated by the County Executive or Assistant County Executive.

There is established within County government a Public Information Office. The Office shall be considered a Department of the County. There is established within the Department the position of Public Information Director. The Public Information Director shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter. The Public Information Director shall be the head of the Department. The Public Information Director shall be responsible for oversight and coordination of County public information programs; and shall undertake other specific projects as may, from time to time, be delegated by the County Executive or Assistant County Executive.
B. 
The Office shall oversee and be responsible for the Countywide strategy for public information, media relations, internal and external communications, and related activities within County government.
