There is hereby established in County government a Department consisting of the consolidated offices. The person holding the consolidated office shall be the Department Head of the Department, shall be the appointing authority for all personnel assigned to the Department, and shall be vested with power and authority to manage and administer the Department. Any reference within this code, other ordinance, resolution, rule, regulation or policy to the Director of Finance relating solely to functions of County Clerk or County Recorder or to that department in those capacities shall be deemed to be a reference to the Department Head or Department created by this section.
