There is established a fire advisory board.

The fire advisory board shall constitute a technical advisory
unit to assist and advise the Board of Supervisors, County Executive
and agencies and departments of the County on fire prevention and
fire-related problems.

The fire advisory board shall consist of 12 members appointed
by the Board of Supervisors. Five of the members shall be fire chiefs
of fire districts or fire departments within the County; three members
shall be selected from elected governing boards of independent fire
districts or fire departments within the County; three members shall
be from a recognized firefighters' employee bargaining unit or association;
one member shall be a citizen of the County who is a registered voter
and who is not a County employee. As far as it is practical and reasonable,
members will be selected in such a manner as to make the advisory
board geographically representative of the County.

Members shall serve without compensation but may receive reasonable
expenses when traveling outside the County on authorized business
of the County. Approval of the Board of Supervisors must be first
had and obtained before any such travel may be engaged in.

The term of office for members of the fire advisory board shall
be for two years, or until a successor is appointed; provided, however,
when the first 12 members are appointed, six shall serve one year,
and six shall serve two years, in order that terms of the members
shall be staggered. Determination of the length of the terms of the
initial members of the advisory board shall be by lot, or any other
method the members of the advisory board may agree. Nothing in this
section shall preclude the Board of Supervisors from reappointing
a member whose term has expired.

Each member of the Fire Advisory Board shall serve at the pleasure
of the Board of Supervisors, and may be removed during the member's
term at the will of the Board. Any member who fails to attend three
consecutive meetings, unless excused by the advisory board, shall
automatically cease to be a member.

A County official shall be designated by the Board of Supervisors
as emergency operations coordinator. The emergency operations coordinator
shall attend all meetings of the fire advisory board and be a non-voting
member thereof. The coordinator's primary function shall be to act
as liaison with County departments and officials. The emergency operations
coordinator's term shall be at the pleasure of the Board of Supervisors.

Meetings of the fire advisory board shall be upon call by the
chairman of the Board of Supervisors or the County Executive.

At its first meeting the advisory board shall select a chairperson
and a vice-chairperson who shall serve in that capacity at the pleasure
of the advisory board.

Seven or more members of the fire advisory board shall constitute
a quorum. A majority vote of the members present at every meeting
shall be required for any action.

The fire advisory board shall adopt such rules and procedures
as it deems necessary or convenient for the conduct of its business
and shall keep a record of its actions and determinations.
