There shall be in the County a registrar of voters who shall be appointed by the County Executive and shall be under the supervision of the County Executive.

There is established in the County a Department of Voter Registration and Elections. The administrative head of the Department shall be the registrar of voters. In accordance with the provisions of subdivision (8) of Section 71-D of the County Charter, the office of registrar of voters shall be exempt from civil service requirements and shall be filled by appointment by the County Executive pursuant to the Charter.

As provided in Government Code Section 26802, the registrar of voters shall register as voters such electors as apply for registration and shall perform such other duties as are required by the Elections Code and shall discharge all such duties vested by law in the County Clerk which duties relate to and are a part of election procedure.
Whenever under any provision of state law or any ordinance or rule adopted thereunder reference is made to functions or duties of the County Clerk involving the registration of voters or the conduct of elections, such reference shall be deemed to apply to the registrar of voters established pursuant to the provisions of this chapter.
