There shall be in the County an executive officer, civil service commission, who shall be appointed by the civil service commission pursuant to Section 71-B(h) of the County Charter.

There is established in the County a Department of Civil Service. The administrative head of the Department shall be the executive officer, civil service commission. Pursuant to Section 71-D(8) of the County Charter, the person serving as executive officer, civil service commission, shall be exempt from civil service requirements and may be removed by the civil service commission.

The executive officer of the civil service commission shall: provide administrative staff services to the commission in implementing the powers and carrying out the duties of the commission under Article XVI of the County Charter; supervise and conduct investigations; prepare reports and make recommendations on matters within the jurisdiction of the commission; as designated, act for the commission as its agent; and shall supervise the professional and secretarial staff of the Department in the performance of such duties.

The executive officer, civil service commission, with the assistance of the professional and clerical staff of the Civil Service Department, shall:
Within broad administrative guidelines established by the commission and applicable legal framework, be responsible for administration of business for the civil service commission;
Interpret and apply commission rules and identify the need for draft and clear with legal counsel proposed rule changes and schedule proposed changes for hearing before the commission;
Receive disciplinary and other appeals to the commission and make all arrangements necessary to conduct hearings before the commission or an administrative law judge;
Assure that the commission meeting room is arranged properly for commission meetings and that all meetings and hearings are recorded as required by law;
