For the purpose of this chapter, "firearms" includes any shotgun, rifle, pistol, revolver, or air gun, and any other weapon of similar use and design.

It is unlawful for any person to use, fire or discharge any shotgun, rifle, pistol, revolver, air gun, slingshot, or any weapon of any kind or character whatsoever within the boundaries of any public park situated in the County or within a distance of three hundred feet of the boundaries of any public park.

It is unlawful for any person to shoot, fire or discharge, or to cause or permit a firearm to be shot, fired, or discharged:
1. 
Upon, along or across any public highway, road, street or way in the unincorporated area of the County;
2. 
Within one hundred fifty yards of any dwelling, house or residence, or any other building, barn or other outbuilding used in connection therewith.

It is unlawful for any parent, guardian or other adult person, having the care and custody of a minor under the age of eighteen years to knowingly permit or allow such minor to violate any of the provisions of this chapter. Any parent, guardian or other adult person, having the care and custody of a minor who violates the provisions of this chapter under the circumstances specified in this section shall be punished as provided in Section 1.01.190.

It is unlawful for any person to shoot, fire, or discharge any firearms within the restricted shooting district except pursuant to a valid special permit issued pursuant to this chapter.
b. 
The director of the Department of Public Works shall post a sufficient number of notices in conspicuous places throughout the restricted shooting district warning of the requirements of this section.

The restricted shooting districts consist of all of that part of the County within the following described boundaries:
1. 
Beginning at the intersection of the Sacramento River and the west end of Elkhorn Boulevard; thence, from said point of beginning, easterly along the centerline of Elkhorn Boulevard to its intersection with El Centro Road; thence, southerly along said city limits of Sacramento to its intersection with the Sacramento River; thence, northwesterly along the county line to that point where the Sacramento River initially intersects with Elkhorn Boulevard.
2. 
All that unincorporated area of the County bounded on the North by Elkhorn Boulevard and on the South by Freeway 80 and bounded on the East and West by the Sacramento City limits.
3. 
Beginning at the intersection of the west toe of East Levee Road and the north line of the County of Sacramento; thence from said point of beginning, easterly along the County line to its intersection of the city limits of the city of Folsom, thence, southerly and easterly along said city limits to its intersection with the centerline of Prairie City Road; thence, southerly along the centerline of Prairie City Road to its intersection with the centerline of White Rock Road; thence northeasterly along the centerline of White Rock Road to its intersection with the centerline of Scott Road; thence, southerly along the centerline of Scott Road to its intersection with the centerline of Latrobe Road; thence, easterly along the centerline of Latrobe Road to its intersection with the county line; thence, southerly along the county line to its intersection with the centerline of Jackson Highway; thence, westerly along the centerline of Jackson Highway to that point where it intersects with the centerline of Cosumnes River; thence, westerly along the centerline of Cosumnes River to its intersection with Dillard Road; thence, southwesterly along the centerline of Dillard Road to the point where it intersects with Highway 99; thence, northwesterly along the centerline of Highway 99 to its intersection with the centerline of Kammerer Road; thence, westerly on the centerline of Kammerer Road to its intersection with the centerline of Bruceville Road; thence, northerly along the centerline of Bruceville Road to its intersection with the centerline of Bilby Road; thence, westerly along the centerline of Bilby Road to its intersection with the centerline of Franklin Boulevard; thence, northerly along the centerline of Franklin Boulevard to its intersection with the city limits, thence, northerly, easterly and westerly along the Sacramento city limits to its intersection with the Natomas Main Drainage Canal; thence, northerly along the Sacramento County line to its intersection with the westerly prolongation of the Elkhorn Boulevard centerline; thence easterly along the centerline of Elkhorn Boulevard to the west toe of the East Levee Road; thence, northerly along said west toe to the point of beginning.

The prohibitions of this chapter do not apply when the use of a firearm is necessary for the protection of life or property or to a peace officer acting in the performance of his duties.

The prohibitions of this chapter do not apply to the establishment or maintenance of any pistol, rifle, target range or shooting gallery, nor to the discharge at any target thereon, by any person using such range or shooting gallery, of any rifle, shotgun, pistol, revolver, air gun, or bow and arrow in or on such range or shooting gallery; provided that such range or shooting gallery complies with the County's basic zoning ordinance and is so installed, constructed, safeguarded, equipped and used as to adequately prevent any bullet, shot, or missile from being projected beyond the confines of such range or shooting gallery.

Hunting may be permitted on parcels of land for which a hunting permit is obtained from the sheriff. The sheriff may issue a hunting permit provided he has ascertained that hunting on the subject land will not be dangerous to persons or property. All hunting permits shall be subject to the following conditions, violation of which shall constitute a violation of this chapter.
1. 
Hunting shall be limited to seasons as established by law;
2. 
No firearms other than shotguns may be used;
3. 
All use of shotguns shall be in compliance with Sections 9.40.020—9.40.040 and any other conditions which the sheriff may impose for the protection of lives and property.

Application for a hunting permit shall be made in writing by the owner of the land and shall contain a map showing the location of the land, number of acres and the number of hunters requested to be on the land at any one time.

Any hunting permit issued shall state the number of hunters allowed on the land at any one time. The number shall be determined by the sheriff.

Any person hunting on land for which a hunting permit has been issued pursuant to the provisions of Section 9.40.090 shall wear a distinctive emblem furnished by the permittee, who shall furnish the sheriff a description of the emblem.

The sheriff may also issue a special shooting permit to any farmer or orchardist whose agricultural property lies within the restricted shooting area to shoot predatory animals or birds which destroy growing crops or fruit, upon such conditions and limitations as the sheriff may impose for the protection of lives and property.

Anyone dissatisfied with the decision of the sheriff relative to an application for any permit may appeal to the Board of Supervisors within ten days after the rendition of the decision of the sheriff. The Board of Supervisors may affirm, modify or overrule the decision of the Sheriff.
