There is hereby established the following system of one way highways:
1. 
Park Drive (Road No. K110) traffic shall move southerly and easterly only;
2. 
Brighton Avenue between the Southern Pacific Co. crossing and Romona Avenue traffic shall move southerly and easterly only;
3. 
Howard Street between Villa Ct. and Wilson Avenue traffic shall move in an easterly direction only.

The director shall place and maintain appropriate signs giving notice of the one-way highway system, and no such regulations shall be effective until the signs are in place.
