It is unlawful for any person to:
a. 
Dive or jump from any bridge, including, but not limited to, the Old Fair Oaks and Pacific Coast Aggregate (PCA) bridges, into public waters;
b. 
Throw or place in or about any public waters any object in such a way as to interfere with persons using those waters;
c. 
Erect any barrier or stationary object in any public waters, including, but not limited to, the Sacramento River and the American River, without the prior approval of the Sacramento County Department of Parks and Recreation and/or other appropriate local, state and federal regulatory agencies;
d. 
A violation of any of the provisions of this section shall constitute a misdemeanor.
