The Board of Supervisors finds that the cost to the County of computer software, hardware and licensing to purchase, install, implement, operate and maintain the necessary automated permitting system to manage various licensing, permitting and property parcel information functions should be borne by the person who benefits from the automated permitting system. Therefore, the Board of Supervisors finds that a technology cost recovery fee ("TCRF") to cover the costs to purchase, install, implement, operate and maintain the automated permitting system shall be assessed on all persons requesting permits that utilize the automated permitting system.
