Prior to the presentation of the final subdivision map for Board of Supervisors' approval, the subdivider shall file a preliminary soil report with the building inspection division of the Department of Community Development. The report shall be prepared by a civil engineer who is registered by the state of California, based upon adequate test borings or excavations in the subdivision. The preliminary soil report may be waived if the building inspection division determines that, due to the knowledge of such division as to the soil qualities of the subdivision, no preliminary analysis is necessary. The determination shall be in writing and shall be made part of the data accompanying the final map.
