A. The
general city offices, commonly known as City Hall, shall be at that
place designated by the city council by resolution. The general offices
of the city shall be open to the public for business from thirty minutes
after seven a.m. to thirty minutes after five p.m. on Mondays through
Fridays, except when closed on advertised alternate Fridays and, notwithstanding
Sections 6700 and 6702 of the
Government Code, when closed by the
following holidays herein set forth, said holidays to be not less
than eighty-eight hours and not more than ninety hours in a fiscal
year:
1. New
Year's Day (January 1st);
2. Martin
Luther King's Birthday (third Monday in January);
3. President's
Day (third Monday in February);
4. Memorial
Day (last Monday in May);
5. Independence
Day (July 4th);
6. Labor
Day (first Monday in September);
7. Veteran's
Day (November 11);
8. Thanksgiving
Day (fourth Thursday in November);
9. Day
after Thanksgiving Day (fourth Friday in November);
10. One-half of Christmas Eve Day (beginning at noon);
11. Christmas Day (December 25th);
12. One-half of New Year's Eve Day (beginning at noon).
B. Holidays
that occur on a Sunday will be observed on Monday. Holidays that occur
on Saturday will be observed on Friday, except Christmas Eve and New
Year's Eve.
C. If Christmas
Eve and New Year's Eve fall on a Saturday or Sunday, the preceding
Friday will be observed. If Christmas Eve and New Year's Eve fall
on a Friday, the preceding Thursday will be observed.
D. If a
holiday falls on a Friday when City Hall is closed, the eight hours
normally considered as holiday hours will be otherwise distributed
throughout the year in such a manner as to retain the minimum eighty-eight
hours and maximum ninety hours per year holiday parameters.
