No person shall carry on, maintain or conduct any theater or place displaying moving, motion or still film, as defined in Section 5.04.500, and not excepted from the definition thereof, unless such place at all times complies with the terms and provisions of the building code pertaining to the construction and maintenance of theaters, and meets the requirements of the zoning code pertaining to the off-street parking requirements of theaters.
