Whenever the word or words "policeman" or "law enforcement agency" or other designation indicating law enforcement agency or traffic law enforcement agency are used in this title, they mean the Los Angeles County sheriff and the county sheriff's department and the officers and deputies thereof; except, where the California Highway Patrol has continued to provide traffic law enforcement on streets other than state highways, said agency shall also be designated the law enforcement agency.

The enforcement of state traffic laws and rules, the enforcement of rules, regulations and laws of this title, and the enforcement of the city ordinances and resolutions pertaining to traffic and traffic matters, shall be done by the Los Angeles County sheriff and the county sheriff's department, and the California State Highway Patrol and the officers and deputies thereof.

The Los Angeles County Sheriff and officers of the county sheriff's department, as well as the California Highway Patrol, are authorized to direct all traffic by means of visible or audible signal, and no person shall fail or refuse to comply with any lawful order, signal or direction of any of such officers.
