The public streets and other public rights-of-way within the
city should be readily accessible and available to the public at large.
The use of these areas for human habitation within motor homes and
other recreational vehicles interferes with the rights of others to
use the public rights-of-way for which they were intended. The purpose
of this chapter is to maintain public streets and other public rights-of-way
within the city in an accessible condition.

No vehicle, including a truck-camper, motor home, travel home,
travel or recreational trailer, or other similar recreational vehicle,
shall be used as a place for human habitation, nor shall any person
sleep in, inhabit, or live in any such vehicle while the same is parked
in the public right-of-way.
