The public streets and other public rights-of-way within the city should be readily accessible and available to the public at large. The use of these areas for human habitation within motor homes and other recreational vehicles interferes with the rights of others to use the public rights-of-way for which they were intended. The purpose of this chapter is to maintain public streets and other public rights-of-way within the city in an accessible condition.
