A. 
The city council of the city of Pico Rivera hereby adopts the 2022 Edition of the California Existing Building Code based on the 2021 Edition of the International Existing Building Code, as published by the International Code Council, as Chapter 15.38 of Title 15 of this code, except such portions as are deleted, modified, or amended as set forth in this chapter. Said code is adopted and incorporated as if fully set forth herein.
B. 
The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation and energy conservation; safety to life and property from fire and other hazards attributed to the built environment; and to provide safety to fire fighters and emergency responders during emergency operations.

Chapter 1 of the 2022 Edition of the California Existing Building Code is hereby deleted and replaced by the following:

Section 301.6 is added to Chapter 1 of the 2022 Edition of the California Existing Building Code to read as follows:
301.6 Repair, alteration, addition or change of occupancy exceeding 50% of replacement valuation. If the valuation of repair, alteration, addition or change of occupancy to an existing building exceeds 50% of the replacement valuation for the entire existing building, the entire building shall comply with the code provisions for new construction. The valuation shall be determined by using the city adopted building valuation table, or as otherwise determined by the building official.
