There is established a zone which shall hereinafter be known
as the "public facilities zone," and which shall function and serve
as set out in this chapter.

The intent and purpose of the public facilities zone is to recognize
existing publicly owned facilities and to clearly distinguish certain
areas within the city that will best facilitate the development and
conduct of government and public related institutional activities.

A. The
public facilities zone is a land use classification which, in part,
assists in the implementation of the community facilities element
of the general plan. It is a zone classification designed to be applied
on selective areas of the community most appropriately located for
public and public oriented institutional activities.
B. Application
of the public facilities zone must identify and define those specific
public and/or public oriented institutional uses, facilities and agencies
that preserve and maintain civic integrity and public services, and
must be fully protected from the encroachment of land uses and development
which may tend to usurp, deteriorate or destroy its function and purpose.
C. Uses
of land and development which do not qualify and which are not specifically
permitted in the public facilities zone are expressly prohibited.

Regulations governing permitted uses of land in the public facilities zone are specifically set forth in Chapter
18.40 of this title.

Because of the unique nature of the public facilities zone, development of property therein shall be determined by and subject to a precise plan of design as set forth in Chapter
18.48 of this title.

Regulations governing off-street parking requirements for uses and development in the public facilities zone shall be subject to the provisions as specifically set forth in Chapter
18.44 of this title.
