Any officer of the City charged with the enforcement or administration of any of the provisions of this Chapter shall be permitted to enter and inspect at any reasonable time any premises to which any permit granted under the provisions of this Chapter may pertain, or which are directly affected by such permit, for the purpose of ascertaining, whether or not any of the provisions of this Chapter applicable thereto, are being violated.
Every used vehicle dealer shall keep, or cause to be kept, a record of the purchase, sale, exchange, consignment or storage of any vehicle, or part thereof or accessory thereto. Such records shall at all times be open to the inspection of the Chief of Police or any peace officer and, upon request, information contained therein shall be mailed to the Chief of Police.
If repairs are made to any used vehicle such repairs shall be made in a building which has been erected in accordance with the Code of the City of San Leandro pertaining to the construction of public garages or repair shops. Any used vehicle in the process of being repaired and all parts of used vehicles shall be stored out of public view.
The permit shall be prominently displayed in the place of business of the used vehicle dealer.
