For the purpose of this Chapter, unless it is plainly evident from the context that a different meaning is intended, certain terms used herein are defined as follows:
Animal.
"Animal" shall mean any mammal, including but not limited to, horse, cow, goat, sheep, dog, or cat.
Animal Control Officer.
"Animal Control Officer" shall be the Chief of Police or his/her designee.
Area.
"Area" shall mean the incorporated area of the City of San Leandro.
At Large.
"At large" shall mean a dog off the premises or its owner and not under restraint by leash, or chain or not otherwise controlled by a competent person.
Dangerous Dog.
"Dangerous dog" shall mean any dog which, according to the records of the Animal Control Officer, has without provocation inflicted severe injury on a human being while on public or private property, or a dog determined to be dangerous in accordance with the provisions of Article 6 of this Chapter
Director.
"Director" shall mean the Animal Control Shelter providing contract services to the City or authorized deputy or representative.
Dog.
"Dog" shall mean any member of the canine family and shall include female as well as male dogs.
Health Officer.
"Health Officer" shall mean the Alameda County Health Officer.
Horse.
"Horse" shall include mule, burro, pony, jack, hinny or jenny.
Licensing Authority.
"Licensing authority" shall mean the City Finance Director or designated representative.
Owner.
"Owner" shall mean any person, firm or corporation owning, having an interest in, or having control or custody or possession of any animal.
Pot-Bellied Pig.
A pot-bellied pig shall mean any swine that does not exceed 250 pounds.
Person.
"Person" shall include any person, partnership, corporation, trust, and association of persons.
Severe Injury.
"Severe injury" shall mean any physical injury that results in major muscle or nerve trauma, broken bones or disfiguring lacerations requiring multiple sutures or cosmetic surgery.
Shelter.
"Shelter" shall mean facility designated by Director for impoundment of animals.
Wild Animal.
"Wild animal" shall mean any animal not ordinarily and customarily domesticated, including, but not limited to skunk, raccoon, opossum, squirrel, and fox, but under human control.
