The purpose of this overlay zone is to identify properties which
are part of the downtown specific plan and set forth development standards
and guidelines for public and private development and redevelopment
of existing and new residential, commercial and industrial development
in downtown Moorpark.

All provisions of the downtown specific plan shall apply to
the development and use of the properties within the downtown specific
plan overlay zone. Those provisions shall be supplemental to the regulations
of the underlying zone. In such cases where the specific plan development
standards and the standards for the underlying zone conflict, the
specific plan development standards shall apply.

Requirements for development within the downtown specific plan overlay zone shall comply with the requirements of Chapter
17.44, Application Review Procedures, and with the development standards and guidelines of the downtown specific plan as adopted by city council resolution.

The development standards and guidelines for the construction,
reconstruction, renovation and remodeling of existing and/or proposed
buildings in the downtown specific plan overlay zone shall adhere
to the requirements and guidelines contained in the downtown specific
plan as adopted by the city council.
