For the purpose of this chapter, unless the context otherwise requires:
"Commissary"means any food establishment which processes or purveys food primarily for sale or distribution from vehicles required to have a permit under the provisions of this chapter. The term "commissary" also includes "commissary" as defined by Section
28536 of the Health and Safety Code.
"Director"means the manager of the environmental health division of the resource management agency of the county and his duly authorized agents.
"Food demonstrator"means any person who dispenses or offers for human consumption any beverage, condiment, confection, food, food additive, or other edible substance for the purpose of inducing customers to taste-test or purchase such product or substance.
"Food vehicle"means any vehicle upon or from which packaged "potentially hazardous food," as defined in Section
28810 of the Health and Safety Code, is sold or otherwise offered to the public.
"Food vendor"means any person who sells or distributes food to the public by means other than those defined in this section.
"Frozen food vehicle"means any vehicle upon or from which predominantly frozen foods are sold or otherwise offered to the public.
"Medical research institution"means any institution engaged in the diagnosis or treatment of human or animal diseases, or in research for advancement of veterinary, dental, medical or biological sciences, or in the testing or diagnosis, improvement or standardization of laboratory specimens, biological products, pharmaceuticals or drugs which has been authorized for the receipt of impounded animals by the county environmental health division.
"Mobile food preparation unit,""food establishment open to the outside air," "retail dairy," "retail sales area of grower-seller premises," and "roadside stand" shall have the meanings assigned to them by Title 17 of the California Administrative Code.
"Person,"in addition to the meaning assigned to it by Chapter
1.04 of this code, means a municipal corporation or any agent, officer or employee of such municipal corporation.
"Public swimming pool"means "swimming pools," "pools," "wading pools," "special use pools" and "temporary training pools" defined in Section 7774 of Title
17 of the California Administrative Code and within the scope of the regulation described in Section 7775 of said Title
17.
"Public water system"has the meaning assigned to it by Section
4010.1 of the Health and Safety Code; provided, however, that it does not include any such system having 200 or more service connections.
"Retail delivery vehicle"means any vehicle upon or from which only food which is not "potentially hazardous food," as defined in Section
28810 of the Health and Safety Code, is carried, sold or otherwise offered to the public.
"Septic tank pumper"means any vehicle used for the transportation of waste from any septic tank, chemical toilet, cesspool, sewage seepage pit or sewage works.
"Vending machine"means any self-service device offered for public use, which, upon insertion of a coin, coins, or token, or by other means, dispenses unit servings of food or beverage, either in bulk or in package, without the necessity of replenishing the device between each vending operation, but not including devices that dispense exclusively bottled drinks, gum, candy or other food which is not "potentially hazardous food," as defined in Section
28810 of the Health and Safety Code, when it is determined by the director that such vending machine does not require routine inspection for the protection of the public health.
"Wiping rag business"means any business of laundering, sanitizing or selling wiping rags which is required to have a valid health permit issued pursuant to the provisions of Chapter
4 of Part 1 of Division 5 of the Health and Safety Code.
