Residential source reduction and recycling
The monthly rate or charge for the implementation of programs required to meet the goals of AB939 and AB1820 as proposed in the city's adopted source reduction and recycling element from each single-family dwelling or from each unit of a multiple-family dwelling in the city shall be three dollars and fifty-six cents. If the city's 96-gallon yardwaste container is returned to the city and the resident does not dispose of yardwaste through the city's solid waste collection system, the monthly rate is two dollars and six cents.
These rates shall not apply to Manteca low-income senior citizens who qualify for reduced refuse rates.

A. 
No owner or driver of a taxicab shall charge a greater sum for the use of a taxicab than in accordance with the following rates governed by the provisions of Chapter 5.40 of this code:

Towing service charges
A. 
Towing Charges. Includes the response to the scene, any ordinary work positioning and hooking up the vehicle for towing and return to place of business. It also includes ordinary cleanup at the scene.

Mileage. To a call for service within the city limits is included in the towing charge. If the vehicle is towed to another location at the request of the owner, mileage in excess of the distance from the business address of the tow service to the scene may be charged at the rate of *(included in hourly rate).
B. 
Storage. The first twenty-four hours of the storage charge will begin when the vehicle is deposited in the storage yard and concludes at the same time the following day. Storage charges will be added for each twenty-four hours, or fraction thereof, thereafter.

C. 
Miscellaneous.
1. 
Dolly. This charge will be used when it is mandatory that the vehicle be placed on dollies, and includes all actions necessary to place the vehicle on dollies and prepare it for towing *(included in hourly rate).
2. 
Standby. Should be used when, for whatever the reason, the driver must wait to start his or her work after arrival at the scene. Charges begin after a full fifteen minutes have been spent on standby. That fifteen minutes is chargeable and any portion of fifteen minutes thereafter ... per fifteen minutes *(included in hourly rate).
3. 
Winching. This charge may be used only when it is necessary to winch a vehicle from an extraordinary position off the roadway and where accessibility is difficult. Winching is not to be charged for routine positioning of a vehicle for tow hookup. After 15 minutes, additional time may be charged to labor *[1](included in hourly rate).

The hourly rate is computed annually by the California Highway Patrol by adding the hourly rate charged by tow companies on the rotation list, plus 15%, and dividing the total figure by the number of tow companies participating.

Extra Collection Charges
The city will provide collection of bulky items and other waste based on pricing below:
Individual Items
Solid Waste Staff may Retrieve a Residential sized refrigerator for $35.00 plus Time and Materials.
There is No Charge for Electronic Waste Delivered to the Solid Waste Office or Special Collection Events. Solid Waste Staff May Retrieve Electronic Waste at the Residents on a Time and Materials Basis.
Cleaning of Bins will be on a Time and Materials Basis.
Replacement of Damaged Bins will be $65.00 plus time to assemble and deliver (Time and Materials).
Miscellaneous Bulky Items (couch, chair, etc.) will be charged the Low Income Senior monthly rate at the time of service, plus Time and Materials.
Extra Bags (no more than 3 – 35 Gallon) placed at curb beside Brown Bin will be charged a fee equal to the 35-Gallon monthly rate at the time of service.
Locking Bar Installation (one time charge): $50.00

Service fees will include rental for drop boxes as long as the box is serviced at least once every two weeks. Compactors are customer furnished. The City will not service overweight boxes. Drop boxes not serviced every two weeks will incur a $50.00 daily rental fee for every day in excess of 14 days.

COMMERCIAL AND INDUSTRIAL DEVELOPMENT FEE REDUCTION. All commercial or industrial development projects in the city of Manteca with a complete and adequate application for a building permit submitted after October 4, 1999 are eligible to have their PFIP fees reduced. The amount of the fee reduction is determined from a series of matrices and tables corresponding to the ratio of jobs created per one thousand square feet of building, the average annual wage/salary with benefits, the direct tax revenue generated by the project, and the amenity rating approved by the city council. The amount of fee reduction is hereby established in the amounts set forth in Exhibit E of the resolution codified in this paragraph. The amount of the fee reduction cannot exceed the amount of the PFIP fee. The fee reduction program is limited to the amount of Manteca redevelopment agency funds designated for fee reductions. Commercial or industrial development projects that are "wet" industries, as determined by the director of public works on a case-by-case basis based on their demand on the wastewater quality control facility, are not eligible to have their "sewer connection" portion of the fees reduced.

VELB Mitigation
A special fee category shall apply when removal of the Valley Elderberry Long-Horned Beatle (VELB) habitat of elderberry shrubs occurs. The fee shall be paid to SJCOG, Inc. or a VELB mitigation bank approved by the Permitting Agencies. The current fee, as established in the VELB Conservation Fund Account managed by the Center for Natural Lands Management, and approved by the USFWS, is $1,800.00 per VELB Unit (one unit = one stem over 1″ in diameter at ground level which is removed). Fees shall be established by the JPA during preconstruction surveys (i.e., counts of stems to be removed with and without exit holes shall be completed during preconstruction surveys) and shall be paid to the JPA prior to ground disturbance or stem removal, whichever comes first.

Section 13.46.040(B) states the fee shall be automatically adjusted on an annual basis beginning of each fiscal year (July 1st) based on the Engineering News Record California Construction Code Index. The new fees are effective on July 1, 2023.
