That certain document, copies of which are now on file in the
Office of the City Clerk, being marked and designated "Santa Barbara
Municipal Code" is hereby adopted by reference as the Code of the
City of Santa Barbara, which document is a codification of the general
ordinances of the City of Santa Barbara.

If any title, chapter, section, subsection, sentence, clause
or phrase of this code is for any reason held to be invalid or unconstitutional
by the decision of any court of competent jurisdiction, such decision
shall not affect the validity of the remaining portions of this code.
The City Council hereby declares that it would have passed this, and
each title, chapter, section, subsection, sentence, clause or phrase
thereof, irrespective of the fact that any one or more of the titles,
chapters, sections, subsections, sentences, clauses or phrases hereof
be declared invalid or unconstitutional.
This section shall apply to the entire code as enacted on the
date that this section first became effective (January, 1981) and
as subsequently amended.
