An Airport Department is hereby created which shall be under
the direction of the Airport Director, who shall be appointed by the
City Administrator upon approval of the City Council.

The Airport Director, subject to the approval of the City Administrator,
shall organize and maintain such divisions in the Department as necessary
to economically and efficiently carry out the functions of the Department.

The Airport Director shall be responsible for the supervision
and control of all personnel, materials, and equipment assigned to
the Department and for the performance of the functions of the Department,
subject to the supervision of the City Administrator.

The City of Santa Barbara declares that it desires to qualify to receive aid from the State of California under the provisions of Section 13522, Chapter 1 of Title 4, Part 4 of the California Penal Code.
Pursuant to Sections 13510 and 13512 of said Chapter 1, the
Santa Barbara Airport Patrol will adhere to the standards for recruitment
and training established by the Commission on Peace Officer Standards
and Training.
The Commission and its representatives may make such inquiries
as deemed necessary to ascertain that the peace officer personnel
of the Santa Barbara Airport Patrol adhere to the standards for recruitment
and training established by the California Commission on Peace Officer
Standards and Training.
The function of the Department is the administration of matters
pertaining to the Airport and any other functions assigned by the
City Administrator.

In the case of the temporary absence or disability of the Airport
Director, a member of the Airport Department designated by the City
Administrator, shall perform the duties and exercise the powers of
the Airport Director.
