A Library Department is hereby created which shall be under
the direction of the Library Director, who shall be appointed by the
City Administrator upon approval of the City Council.

The Library Director, subject to the approval of the City Administrator
shall organize and maintain such divisions in the Department as necessary
to economically and efficiently carry out the functions of the Department.

The Library Director shall be responsible for the supervision
and control of all personnel, materials, and equipment assigned to
the Department, and for the performance of the functions of the Department,
subject to the supervision of the City Administrator. The Library
Director shall have the authority to promulgate and post facility
specific regulations. No person shall violate any such regulations.
Any person found to be in violation of a facility-specific regulation
promulgated by the Library Director shall be subject to removal from
the facility upon request of the Library Director or his or her designee.
Such request, when made to law enforcement after refusal to comply,
shall be a basis for forcible removal, citation or arrest.

The function of the Department is the administration of matters
pertaining to the libraries, and any other functions assigned by the
City Administrator.

In the case of the temporary absence or disability of the Library
Director, a member of the Library Department designated by the City
Administrator, shall perform the duties and exercise the powers of
the Library Director.
