An official Land Use Zoning Ordinance for the Santa Barbara Municipal Airport including the Goleta Slough is hereby adopted and established to:
A. 
Serve the public health, safety, comfort, convenience and general welfare;
B. 
Provide the economic and social advantages resulting from an orderly planned use of land resources;
C. 
Encourage, guide and provide a definite plan for the future growth and development of said Airport;
D. 
Provide for the protection, maintenance and, where feasible, enhancement of the Goleta Slough and other sensitive habitats, consistent with the intent and purpose of the Local Coastal Plan and California Coastal Act;
E. 
Provide the community with direct access to the National Air Transportation System;
F. 
Ensure that the Airport continues to be a vital economic contributor to the region by maintaining the Airport's economic self-sufficiency through effective use of its existing resources; and
G. 
Coordinate planning for the Airport and related facilities with the surrounding community.
This title shall be known as "The Airport Zoning Ordinance."
