The office of Treasurer is hereby created to fulfill the criteria and duties as listed below. As allowed under Texas Local Government Code § 22.071, the City Council confers all duties of Treasurer to the City's Finance Director.

The Finance Director/Treasurer will be appointed and supervised in the same manner as other department heads under this section.

Any individual appointed treasurer:
(1) 
Should possess demonstrated skills as outlined in the city's posted job description, as approved by the City Council.
(2) 
May not be a City Council member.

The treasurer must perform the following duties in accordance with section 22.075 of the Local Government Code:
(1) 
Receive and securely keep all money belonging to the municipality;
(2) 
Make all payments on the order of the mayor, attested by the city secretary under the seal of the city;
(3) 
May not make payments unless the face of the order shows that the City Council directed the issuance and the purpose for the issuance is shown;
(4) 
Render to the City Council a full statement of receipts and payments at the first regular meeting in every quarter and at other times as required by the city;
(5) 
Prepare a report in conjunction with the publication of the annual financial statement of the city. The report must describe in summary:
A. 
The amount of receipts and expenditures;
B. 
The amount of money on hand in each fund;
C. 
The amount of bonds becoming due;
D. 
The amount of interest to be paid during the fiscal year; and
E. 
Any other information required by the City Council to be reported by the treasurer.
(6) 
Perform other acts and duties as the City Council requires;
(7) 
Countersign all commissions issued to municipal officers and all licenses issued by the Mayor, and keep a record of those commissions and licenses;
(8) 
Draw all the warrants on the treasurer, countersign the warrants, and keep, in a record provided for that purpose, an accurate account of the warrants;
(9) 
Serve as the general accountant of the city and keep regular accounts of the city's receipts and disbursements. Each cause for a receipt or disbursement shall be kept separately and under a separate heading. The Finance Director/Treasurer shall also keep separate accounts with each person who has monetary transactions with the city. The Finance Director/Treasurer shall credit accounts allowed by proper authority and shall specify the particular transaction to which each entry applies;
(10) 
Keep a register of bonds and bills issued by the city and all evidence of debt due and payable to the city, noting the relevant particulars and facts as they occur;
(11) 
Serve as the purchasing agent for the city;
(12) 
Shall execute a bond in favor of the city, in the form and in the amount required by the City Council, and conditioned that the treasurer will faithfully discharge the duties of office.

The treasurer shall be supervised by the City Manager as a department head.
