The purpose of this chapter is to establish a Stop Sign Warrant Policy, which would allow the city to facilitate the following process as it pertains to stop signs in the administrative level:
A. 
Accepting and handling stop sign warrant requests; and
B. 
Approving or denying stop sign warrant requests; and
C. 
Appealing of the city's determination on whether to initiate a warrant or install new stop sign intersection(s).
The city is authorized to enact such traffic controls through its general police powers and the California Vehicle Code Section 21101.
The city's position and principles regarding stop sign warrants and the installation of stop sign(s) are embodied within the Stop Sign Warrant Policy sections entitled "Purpose" and "Applicability."

The purpose of this chapter is to establish the rules and regulations governing the installation and removal of stop signs throughout the city of Rio Vista, in accordance with applicable state law including California Vehicle Code Section 21101.

A. 
The city manager or his or her designee shall adopt a stop sign warrant procedure, which shall not conflict with the California Vehicle Code and include the following provisions, among others deemed in the best interest of the city by the city manager:
1. 
The city will consider the California Manual on Uniform Traffic Control Devices (CA-MUTCD) and comply with the California Vehicle Code regarding the stop sign warrant process. The city's standards and assessment as it reviews all stop sign warrant request forms received is outlined in the Stop Sign Warrant Policy section entitled "Criteria and Evaluation."
2. 
The public works director or his or her designee(s) will perform the processes as outlined within the Stop Sign Warrant Policy sections entitled "Application and Submittal Process for Stop Sign Warrant" and "Warrant Application, Review, and Approval Process."
3. 
The requestor has a right to appeal the decision made by the public works director. The procedure to appeal must be embodied within the Stop Sign Warrant Policy section entitled "Appeal Process" and "Findings for Stop Sign Warrant Appeal," as may be amended from time to time.
B. 
Installation and removal of stop signs within the jurisdiction of the city shall occur pursuant to those procedures adopted in the Stop Sign Warrant Policy, as may be amended by the city manager or his or her designee from time to time.
