A. 
There shall be a Council on Aging Advisory Board appointed by the Board of Selectmen that shall consist of a minimum of three and not more than seven members. Members shall be appointed on a rotating basis so that two or three members (approximately 1/3 of all) shall be appointed annually, each for a three-year term, with terms ending on June 30. One associate member may be nominated by the COA Advisory Board to be considered for appointment by the Board of Selectmen for a one-year term to serve in a nonvoting, advisory role. The associate member may be recommended for an additional term at the annual Board meeting by the COA Advisory Board, which is held in June for the purpose of electing officers and adopting any amendments to the policies and procedures of the Advisory Board. The Board of Selectmen will consider the Advisory Board's recommendation during meetings to vote on the Selectmen's annual appointments.

B. 
Unless waived through a vote of the Board of Selectmen, no person shall serve more than two terms in succession, plus any portion of an unfilled term. There shall be at least a one-year hiatus prior to reappointment after the second full term is served. Whenever a vacancy occurs in the membership of the Board, the Board shall endeavor to recommend a candidate to the Board of Selectmen. Insofar as possible or practicable, Board recommendations for membership shall reflect the makeup of the community at large and shall be composed of at least 51% persons 60 years of age or older. The decision to appoint will rest solely with the Board of Selectmen. A candidate for appointment is encouraged, wherever possible, to attend at least one Board meeting prior to being recommended by the Board to the Board of Selectmen for appointment as a member of the Board.
C. 
The members of the Board shall serve without pay.
In support of the Kingston Council on Aging, the COA Advisory Board's purpose is to serve as a gateway for our elderly population by identifying their current and future needs, advocating for those needs, and collaborating with internal and external departments to delivery information and resources while supporting the Council on Aging goals and objectives. The Board's basic purposes include:
A. 
Being a primary advocate for services to seniors in the community.
B. 
Identifying the needs and interests of all seniors, age 60 and older, with financial burdens (including limited English-speaking population, nursing home residents, homeless, those with disabilities and the unemployed, that are age 60 and older).
C. 
Identifying and recommending services to fill these needs and/or coordinating existing services.
D. 
Educating citizens and enlisting the support and participation of all to meet the needs of seniors and to recognize such assistance.
E. 
Encouraging regular participation in COA programs/activities.
F. 
Recommending and developing policies with respect to budgets and site operations.
G. 
Cooperating with relevant area and state agencies and groups and being cognizant of state and federal legislation and programs regarding seniors.
A. 
The COA Advisory Board advises its appointing authority, the Board of Selectmen, which sets the policies related to the Council on Aging. Members do not have supervisor and day-to-day management activities.
B. 
Specific duties of the members of the COA Advisory Board shall include, but are not limited to:
(1) 
Bringing ideas and information related to the needs, news, and services of the Senior Center to the community through various committees and subcommittees or working groups, as decided by the Board.
(2) 
Endeavoring to understand the budget and make recommendations to ensure there is sufficient revenue to carry out the programs, services and activities, and that moneys are being used properly.
(3) 
Reviewing and updating the COA Advisory Board's policies and procedures at least annually.
(4) 
Providing feedback and recommendations to the Board of Selectmen related to the Senior Center and the seniors of the community.
