The council shall at all times be responsible for and authorized to formulate policies for the administration of the city's affairs. The council shall communicate such policies in writing, together with any instructions which the council deems appropriate to implement the same, to the city clerk. It shall be the duty of the city clerk immediately upon receipt of such communication of policies and directions to deliver a copy thereof to the mayor and to the officer directly concerned.

It shall be the duty of the mayor and any other city official, upon being informed of the issuance of any statement of policy or any instructions as provided in Section 2.08.030, to cause the same to be carried out so far as the same may be consistent with the Charter of the city, the general laws of the state, the provisions of this Code and other ordinances of the city. It shall be the duty of the mayor to report to the council at its next regular or adjourned regular meeting concerning the execution of all such instructions and statements of policy.

A. 
Generally. The council shall annually adopt a calendar of meetings of the city council. In general, the council will meet on the first and third Tuesday of each month beginning at 5:00 p.m. for closed session and 6:00 p.m. for open session; however, the council may cancel, amend, alter, and/or adjust the date, time, and/or location of any meeting provided sufficient notice of the meeting is given to the public to comply with the Brown Act.
B. 
Meetings Falling on Holiday. Should a regular council meeting, scheduled as provided by the preceding subsection, fall on an official holiday, the meeting shall be held on the next weekday following the holiday.

Rosenberg's Rules of Order are hereby adopted to govern the procedure at meetings of the city council. The city council may adopt council policies to supplement or modify Rosenberg's Rules of Order to meet the needs of the council.

A. 
It is hereby found and declared, pursuant to Section 33101 of the Community Redevelopment Law, that there is a need for the redevelopment agency created by Section 33100 of said law to function in the city, and the agency is hereby authorized to transact business and exercise its powers under the Community Redevelopment Law.
B. 
The city council finds that the public interest will be served and public safety and welfare will be promoted in an effective manner if the city council declares itself to be the agency provided in subsection A of this section.
C. 
Pursuant to the provisions of Section 33200 of the Community Redevelopment Law, the city council declares itself to be the agency provided in subsection A and that all the rights, powers, duties, privileges and immunities vested by the Community Redevelopment Law in such agency shall be, and are, vested in the city council.

A. 
No person shall be appointed to the board of planning commissioners unless such person is a resident of the city at the time of the appointment. No appointee shall serve on the board of planning commissioners who is not a resident of the city.
B. 
No person shall be appointed to the park commission unless such person is a resident of the city at the time of appointment. No appointee shall serve on the park commission who is not a resident of the city.

No member of the city council, officer or employee of the city, or any other person present during a closed session of the council shall disclose to any person the content or substance of any discussion which took place at said closed session unless the city council shall authorize the disclosure of such information by majority vote.

No person who is a party to any litigation to which the city is also a party may attend any closed session of the Oroville city council during which such litigation is discussed, without the permission by majority vote of the Oroville city council.

A. 
Pursuant to California Government Code section 34886, members of the city council of the City of Oroville, shall be elected by-district in 6 single-member districts, with the position of mayor being elected at-large by the voters of the entire city.
B. 
Beginning with the general municipal election in November 2022, members of the city council shall be elected in the electoral districts established by Section 2.08.130 and subsequently reapportioned as provided by state law. Elections shall take place "by-district" as that term is defined in California Government Code Section 34871, meaning one member of the city council shall be elected from each district, by the voters of that district alone. Each member of the city council shall serve a four-year term until his or her successor is qualified.
C. 
Except as provided in subsection E of this section, the council member elected or appointed to represent a district must reside in that district and be a registered voter in that district, and any candidate for city council must live in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued, pursuant to California Government Code Section 34882 and Elections Code Section 10227.
D. 
Termination of residency in a district by a councilmember shall create a vacancy for that council district unless a substitute residence within the district is immediately declared and established within 30 days after the termination of residency.
E. 
Notwithstanding any other provision of this section, the members of the city council in office at the time this section takes effect shall continue in office until the expiration of the full term to which he or she was elected and until his or her successor is qualified. At the end of the term of each councilmember, that member's successor shall be elected on a by-district basis in the districts established in Section 2.08.130 and as provided in Section 2.08.140. An appointee to fill a vacancy in the office of a city councilmember who continues in office pursuant to this subdivision, may reside anywhere within the corporate boundaries of the city and, subject to Section 2.08.140, shall be elected at-large by all the voters of the city.

A. 
Six members of the city council shall be elected on a "by-district" basis from the council districts as reflected in Exhibit 1 to the ordinance codified in this section, which is incorporated herein by reference. A true and accurate street-by street description of the district boundaries reflected in Exhibit 1 shall be on file in the office of the City of Oroville city clerk.
B. 
To the extent there is a conflict between the street-by-street descriptions on file in the office of the city clerk, and the map reflected in Exhibit 1 to the ordinance codified herein, the map reflected in Exhibit 1 shall prevail.
C. 
The council districts specified in Exhibit 1 shall continue in effect until they are amended or repealed in accordance with law and the ordinance codified in this section.

Council Members shall be elected in Council Districts A, B, and F beginning at the general municipal election in November 2022, and every 4 years thereafter. Council Members shall be elected in Council Districts C, D, and E beginning at the general municipal election in November 2024, and every 4 years thereafter.
