Whenever any driver's or holder's license has been revoked, no subsequent application for any license shall be received from the person whose license was so revoked within a period of 3 years.

The following fees shall be paid to the chief of police:

The holder of every license shall procure and maintain, with all premiums paid when due, insurance issued by a company duly authorized by the laws of the state to issue liability insurance, by the terms of which the holder shall be insured against liability arising out of the operation of any taxicab, or in the course of the taxicab business, from loss or liability for injuries or death to person or persons, including occupants or passengers, in a sum of not less than $500,000.00 for injury or death to one person and one million dollars for injury or death to more than one person arising in any one accident or incident and property damage in the sum of $300,000.00. Every holder shall exhibit such policy or policies and proof of payment to the chief of police or his/her subordinates, upon request.
