No holder shall employ or allow, permit or suffer any driver
to operate or be in charge of a taxicab owned or controlled or possessed
by such holder unless such driver possesses a taxicab driver's license
duly issued by the chief of police. Such license shall be displayed
in such taxicab at all times when it is operated by such driver in
such place as to be readily visible and legible to any passengers.

A.
The
chief of police may, in his or her sole discretion, issue a driver's
license to any applicant who shall submit a written application in
a form to be provided by the chief of police if it appears:

The
chief of police may require every applicant for a driver's license
to submit photographs of the applicant, his or her fingerprints, a
physical description of the applicant, and such other information
as the chief of police shall deem proper. No driver's license shall
be denied without first notifying the applicant at least 5 days in
advance of the possible grounds for denial and giving him or her an
opportunity to present evidence in his or her behalf.

Every license issued to each driver shall be for the period
of 3 years, and thereupon shall be renewed by a new application.

Upon the conviction of any driver of the violation of any law
of the state or any ordinance of this city while in the operation
of any taxicab or if after 5 days' notice in advance and hearing thereon
he or she finds the driver has violated the provisions of this chapter,
the chief of police may suspend such driver's license for such period
of time as he or she shall deem proper or revoke the same subject
to the following limitations:

Upon
a first conviction, not more than 60 days' suspension;
B.
Upon
a second conviction, not more than 120 days' suspension;
C.
Upon
a third conviction within one calendar year, such license may be revoked.
