All ordinances and resolutions of the county of Placer applicable within the territory now incorporated as the town of Loomis to the extent that they applied before incorporation shall remain in full force and effect as ordinances of the town of Loomis. The county ordinances to apply to the town of Loomis shall include the provisions of the Placer County Code, and supplements thereto.

Certain provisions of the county ordinances and resolutions referred to in Section 1.08.010 reflect the county governmental structure and contain references to officials, official titles, commissions and other designations which are not a part of the structure of the town's government. In order to effectively and intelligently administer the county ordinances and resolutions to the extent that they are continued in effect by this chapter, it is the purpose of this chapter to provide for the substitution of the appropriate town official, title, or designation in county ordinances and resolutions.

A. 
Whenever in the ordinances and resolutions of the county of Placer which are continued in effect by the town there is a reference to "board of supervisors," this reference shall be interpreted to mean the council of the "town of Loomis."
B. 
Whenever in the ordinances and resolutions of the county of Placer which are continued in effect by the town there is a reference to an office, official title, or other designation, the references shall be interpreted to mean that office, title, or designation in the governmental structure of the town, or if there is none, the official titleholder in the town who performs the functions referred to or the duties imposed.
C. 
Whenever it is appropriate under the circumstances, and in the ordinances and resolutions of the county of Placer which are continued in effect by the town, there is a reference to the "County of Placer," said reference shall be interpreted to mean the "town of Loomis."
D. 
Whenever in the ordinances and resolutions of the county of Placer which are continued in effect by the town there is a reference to "planning commission," "board of zoning adjustment," "board of appeals," or "zoning administrator," this reference shall be interpreted to mean that these agencies or officials are acting as the agents of the town of Loomis.

No town ordinance or resolution enacted subsequent to the effective date of the ordinance codified in this chapter shall be deemed to supersede the provisions of this chapter unless it specifically refers to this chapter or the ordinance codified herein and states an intention to supersede it, as to matters which are the subject of such town ordinance or resolution.

Whenever there is a conflict between the town general plan and the county ordinances and resolutions adopted herein, the provisions of the town general plan shall control, unless specifically prohibited by state law, provided, however, that said provisions shall be interpreted and applied in harmony wherever possible.
