To provide for orderly development and eliminate duplication and uncertainty, a definite system of finding dwellings and business locations rapidly and with certainty is needed in the interest of public health, welfare and safety for the incorporated areas of the city. It is necessary to enable emergency vehicles to respond quickly to calls, expedite postal and other delivery services, eliminate confusion and error and locate business places and residences for customers and friends without difficulties and loss of time.

A. 
The system shall be continued, enforced, operated and maintained within the incorporated areas of the city by the public works director or his/her authorized deputy, and property numbers assigned within such areas shall be in accordance with the system. It shall be the duty of the public works director or his/her authorized deputy to notify all persons of the street name and number assigned to each location, the requirements of this chapter that the numbers be installed and maintained, and to determine whether the same are installed in such a manner as to be visible from the street in front of each location or from the roadway or driveway leading to buildings removed a substantial distance from public street or road which the subject site abuts.
B. 
Duties. The public works director or his/her authorized deputy shall make sure that all new street names avoid duplication and do not sound like existing street names in the city or in the surrounding area. New street names shall be approved by majority vote of the city council.
C. 
The public works director or his/her authorized deputy shall assign to any building owner or occupant in the incorporated area of the city upon request and without charge, a numeric designation in accordance with this chapter.
D. 
The public works director or his/her authorized deputy shall be responsible for maintaining the numbering and street naming system and shall keep a record of all numbers and names assigned under this chapter.
E. 
In the event that 50% or more of the addresses in a given block need to be changed, or in the event that a change is needed in the existing addressing grid system, the city council shall be informed of the proposed change, and comment thereon, prior to any action being taken to accomplish such proposed change.

A. 
Street names shall be required of every access that serves at least 3 dwellings and/or business establishments or combination thereof, except in mobile home parks, condominiums, shopping centers and apartment-type developments.
B. 
All streets or roads shall be known by the same name for the entire length, except that the name may change when the street or road crosses a base line or geologic barrier such as a river or escarpment.
C. 
The city shall have the right to name or rename all private roads, access or easements and city streets in the incorporated areas of the city.
D. 
All road names will be reviewed by the public works director or his/her assigned deputy to insure they are in accordance with existing street naming policies.
E. 
Individuals establishing new streets shall submit 3 names for each new street in order of preference to the public works director.
F. 
The first name conforming with street naming policies will be assigned to the new street and will be forwarded to the planning commission and city council with documents creating such a street.
G. 
The city council will authorize the naming of the street and direct that street signs be installed by the developer, and that the public works department update maps and notify all appropriate agencies.

A. 
All addresses will be assigned or reassigned in accordance with the appropriate area and in normal sequence to its respective block.
B. 
Mobile home parks, condominiums, shopping centers or apartment-type developments:
1. 
The main entrance will be numbered off the street it enters.
2. 
Each space or apartment will be assigned a space number or apartment number by the public works director or his/her authorized deputy.
3. 
The owner or developer of this type of development will supply the public works director with a small map showing all the spaces or apartments and interior streets to allow numbers to be assigned. (Recommended scale of this small map is one inch equals 200 feet.) A copy will then be sent to each emergency agency and post office for their use.
4. 
At all intersections in this type of development there shall be a sign showing the space or apartment number range ahead on the site roads.

A. 
All entrances from streets to buildings shall be numbered. It is unlawful for any person whether owner or occupant of the building therein, or any portion thereof, to place, maintain, or allow to remain thereon any number other than the one required by this chapter.
B. 
The public works director or his/her designated agent shall give notice to the occupants or owners of buildings which are assigned or reassigned numbers under this system which notice shall contain the new number or numbers reassigned to a particular building, and the date on which the new number becomes effective. The location and size of signs and lettering shall conform to Section 17.20.050.
C. 
In addition to individual building suite or apartment numerals or letters, condominiums, apartment complexes, townhouses, mobile home parks, and multiple commercial buildings shall have installed at points of entry an illuminated directory sign. The directory sign shall consist of the following:
1. 
A plot plan showing private drives and a reference point indicating the location of the directory;
2. 
Access roads;
3. 
Building locations with numbers and addresses;
4. 
Fire hydrant locations;
5. 
Name of the complex;
6. 
A north arrow indicator.
D. 
The developer or the property owner shall submit a detailed site plan showing the size, materials, method of construction, electrical components and wiring and location of installation to the building department and to the fire department for review and approval.
