A. 
This chapter shall be known and cited as the "Oroville Residential Code" (hereinafter referred to as "code").
B. 
The purpose of this code is to establish minimum requirements to provide a reasonable level of safety, health and general welfare through affordability, structural strength, means of egress, stability, sanitation, light and ventilation, energy conservation and safety to life and property from fire and other hazards and to provide a reasonable level of safety to fire fighters and emergency responders during emergency operations.

The 2025 California Residential Code, California Code of Regulations Title 24 Part 2.5, including Appendices BF, BO, AH, BB, BJ, BM, CI, and CJ are hereby adopted and incorporated by reference.

A. 
As used in this section, "enclosure" means a fence, wall, or other barrier that isolates a swimming pool from access from other properties.
B. 
An enclosure that prevents access to the pool by children shall be required whenever a building permit is issued for construction of a new swimming pool, or any building permit is issued for remodeling a pool at a private, single-family home.
