The construction valuation schedule shall be that schedule of values published by the International Code Council (ICC) known as Building Valuation Data. The ICC publishes data at 6 month intervals, generally every February and August. In lieu of a valid contractors estimate or other acceptable estimate, a construction valuation will be assigned to each permit based upon the construction valuation schedule.

Any person, firm or corporation violating any of the provisions of this division shall be guilty of an infraction and upon the conviction thereof shall be punished by a fine of not more than the amounts allowed by Government Code Section 36900.
