Except as this charter provides otherwise, all powers of the
city be vested in the council.
The council shall be composed of six council members elected
from the city at large.
The term office of three council members whose term would have
expired under the old charter, shall expire at the first council meeting
after December 31, 1976. The remaining three council members' terms
expiring the first council meeting after December 31, 1978, with their
replacements being elected at the November 1978 election. At each
subsequent biennial general election, three council members shall
be elected for a term of four years. The council members elected in
the November elections shall be installed at the first council meeting
after December 31, following their election, including the member
elected in November 1976.
At every fourth November election, a mayor shall be elected
for a term of four years, first term of four years, first election
in November of 1976.
Additional officers of the city shall be a municipal judge,
a recorder, and such other officers as the council deems necessary.
Each of these officers shall be appointed and may be removed by the
mayor with the consent of the council. The council may combine any
two or more appointive city offices. The council may designate any
appointive officer except the municipal judge in the exercise of his
judicial functions.
The compensation for the services of each city officer and employ
shall be the amount fixed by the council.
No person shall be eligible for an elective office of the city
unless at the time of his election he is a qualified elector within
the meaning of the state constitution and has resided in the city
during the six months immediately preceding the election. The council
shall be the final judge of the qualifications and election of its
own members.
